Taiwan: Biomedical industry forms an alliance to communicate with the government

The BMIA consists of 24 associations and organizations, and aims to promote “industry collaboration, government-industry communication and global connection”. The Alliance is chaired by Dr Chang Hong-Jen. Dr Chang expressed that the current regulations are no longer able to cope with the advances in the precision medicine, cell therapies and gene therapies, or the industry’s increasing demand for talents. The BMIA hopes to serve as a communication platform for the government and the industry with a view to expediting the development of the biomedical industry.

The government has included the biomedical industry in its “5 plus 2” industry innovation project and aims to promote Taiwan as the biomedical R&D center in the Asia-Pacific region. The Legislative Yuan also passed the amendment of the “Regulations on the Development of the Biopharmaceutical Industry” which extends the application to some high risk medical devices and emerging biomedical products, such as precision medicines, cell therapies and gene therapies. The amendment aims to attract more investment from the industry.

Dr Chang expressed that Taiwan has become the financing center for small-and-medium-sized biomedical companies in the Asia-Pacific region. However, there are some problems that need to be solved, including capital market, taxation, etc. The BMIA will make suggestions on these issues to help biomedical companies raise funds for R&D. The BMIA will communicate with the competent authorities and the judicial agencies to make the regulations in Taiwan transparent and in compliance with international practices so as to create an environment attractive to international investors and talents.

In addition to new issues concerning innovative medicine, the BMIA will also include some long-standing issues in its agenda, such as the crowding-out effects from new drug reimbursement on the NHI global budget, regular price cuts, OTC items and self-medication, etc.
